Panchayati Raj With the amendment of the Constitution in 1992 the Panchayati Raj is considered one of the essential building blocks of development. How far is this true in reality? The Constitution was amended basically to ensure timely elections which were previously dependant on the mercy of the State Governments. In the case of Jharkhand and some other States the situation has not improved much. Further some of the very important features of the previous legislation such as the village judicial system, somehow did not find place in the new arrangement?
