There is a turning point in the life of Vikas Maitri. Now, it is working as a partner of Adivasi Pancha Bachat Ewan Niwesh (APBEN) Limited, a company it helped float among the people. It is possible to operate the company as a cooperative by limited share allocation and at the same time enjoy the benefits of a company in mobilising large capital from public as well as avail business opportunities generally. The adivasis of Jhakhand have already developed a good system of agriculture through centuries of hard work, but since they shy away from business they are unable to reap the benefit of their hard work. As the region is full of mineral and forest resources a horde of business people from outside have come and settled here. These are the rich people getting the maximum benefits from the resources, able to control the political and economic destiny of the people. The productivity of agriculture is also going down due to the commercial exploitation of forests which attracted good amount of rain necessary for cultivation in the past. Due to a faulty educational system, a large number of young people are giving up agriculture and looking for jobs in the service sector resulting in large tracts of land remaining underutilised( by law adivasi land is non-transferable to non- adivasis). People also get displaced and uprooted from development projects. The service sector appears to be attractive though there are clear limitations. It is of utmost importance, therefore, to attract, persuade and train adivasis to take up business activities. It may provide a situation of competitiveness that may have far reaching political consequences advantageous to the local communities. This is what APBEN Ltd is precisely doing. Vikas Maitri is serving the people of Jharkhand for more than three decades now. Its purpose is to organise the people and work in solidarity with them so that one day they take their destiny into their own hands. Raising of local finance is one important step towards this goal.

CIVIL SOCIETY Civil Society has become a buzzword today. It is highly spoken of by all sorts of people - Presidents, UN dignitaries and NGOs as the key to political, economic and societal success. Civil Society is a modern and western concept. Civil Society stands on the breakdown of traditional society in countries which are highly industrialised. For example a great majority of Americans live in big cities and their suburbs. They have moved away from their moorings, but they still need a community. And it is working as unpaid staff for a non profit institution that gives people a sense of community, purpose and direction. In short civil society is a "mission" driven society whereas traditional society is driven by traditional bonding and immediate neighbourily surroundings. It is also interesting to note how the concept of "Civil Society" has changed over the years. In ancient times the Romans and the Greeks equated civil society with the State. In the 18th century with the rise of private property, market competition, and the bourgeoisie, the civil society was considered separate from the State. It was also thought to be a special nucleus of independent political activity which is crucial for any struggle against tyranny and dictatorship. However, in the 1990s, Civil Society is seen as a social renewal specially in the developing world where privatisation and other market reforms are taking place at a fast space. The information revolution also provided new tools for forging connections and empowering citizens. What do you think?
